registered.
Also, the fact that the number of people who were diagnosed dur-
ing routine medical checkups has increased, as the number of post
mortem diagnoses has decreased, also speaks in favor of such a sug-
gestion.
Deputy head of the Federal Service for Prisons Alla Kuznetsova
told reporters that public opinion unjustly imagines prisons as places
where TB is rife. The problem exists but many prisoners actually start
to get treatment only when behind bars.
All experts agreed that in order to succeed in the fight against TB,
society must act jointly on all fronts. Some support Russia's signing of
the anti-tobacco convention, which is due this year as an important
step, as well as the possible introduction of universal medical checks.
Such medical checks were common in the Soviet Union, but presently
they are available only for a small amount of workers on the state pay-
roll. Perelman said that he expected the universal checks to return in
2008 and praised the initiative.
Another serious problem raised at the meeting was the issue of
compulsory treatment. According to the Russian law, a person who
has a highly contagious disease can be obliged to undertake treatment,
but there is no norm on compulsory treatment.
However, the experts noted at least one way to address the prob-
lem — if someone with a highly contagious form of TB refuses to go
to hospital he or she can be brought to a court. There, the judge may
issue an order that requires an individual to undergo treatment. If the
person refuses, he of she can be brought to court again — this time for
not complying with court's orders, which is a prosecuted felony pun-
ishable with arrest. And once in confinement the person will be treated
according to prison regulations.
